BREAKING NEWS: IRCC Claims It Is Increasing Transparency – But Is It?

The Immigration, Refugees and Citizenship Canada (IRCC) has heard the howls of frustration from its clients about incomprehensible refusals and is now taking steps to address these concerns.

 

Explaining Application Refusals: Officer Decision Notes

Starting July 29, 2025, IRCC began proactively providing officer decision notes alongside refusal letters for certain applications. These notes, written by the immigration officer who made the final decision on your case, explain the specific reasons why your application was refused. Previously, applicants often received vague refusal letters without clear explanations, leaving them confused about what went wrong.

This change aims to make it easier for clients to access their personal application information while supporting IRCC’s commitment to delivering services with greater transparency.

 

Officer Decision Notes Will Be Made Available in Phases for Certain Application Types

IRCC will start by including officer decision notes with refusal letters, including applications for extensions, for:

  • Temporary resident visas, excluding electronic travel authorizations and temporary resident permits.
  • Visitor records.
  • Study permits.
  • Work permits.

They’ll add more application types over time.

However, IRCC says that clients who apply using the IRCC Portal – New version (formerly MyCIC) will not receive officer decision notes at this time. But since all applications have to be made online, we wonder who will receive the officer’s notes.

Stand by to see if this is merely a PR move on IRCC’s part or whether it will have an actual impact on clients’ understanding of officers’ decisions.

 

How You Will Get Your Officer Decision Notes

If your application is refused, IRCC will automatically include officer decision notes with your refusal letter, sent to either you or your authorized representative (such as an immigration consultant or lawyer). However, IRCC reserves the right to exclude portions of these notes on a case-by-case basis due to security, privacy, or other undisclosed concerns.
