What is the bill about?
Until Bill C 19 was approved, PR candidates in each draw are determined by the CRS, where the highest-ranking applicants are prioritised for invitations. The new bill confers IRCC greater power to handpick candidates from the Canadian Express Entry pool if they meet certain criteria that fulfil the country’s economic needs.
What that means for you and me is that no one will be able to predict, based on CRS score, if and when they would an ITA, if ever. This introduces a lot of uncertainty into what was a very orderly and predictable (aside from IRCC scooping every CEC candidate regardless of CRS score) system. We won’t know what the real implications are until the new system is in place.
